Some of which are all crew including the captain are familiar to the procedure of this operation, sea and wind condition, working speed limit if not stopped, securing with painter etc. But it’s hard to believe that both vessels’ crew were not aware of the safety procedures noting that they must have undergone training and certified as required. Obviously, procedures were not followed. But in this situation, as soon as the boat is hooked, it should he heaved immediately all the way up, halting especially while touhing the water was the big mistake. (Probably the winch didn’t work? But still part of safety checklist.)
